You gotta feel sorry for CSPAN. They are a public service and they pride themselves on being open to everybody and giving everyone a chance to speak without playing gatekeeper...and as a result, they get these whack-a-doodle callers that they have to deal with.

I have never heard of CSPAN, but after looking at scooter's post I noticed it must be pretty important. Sad to see that they're getting prank called, it really is.

It's an American public access channel. Public access used to be a lot more common; at that time, the airwaves (and cable broadcasting, by extension) were considered public property, so there had to be some channels set aside for non-commercial use. Most were local. C-SPAN might have been the only one that was national in scope. I think it stands for "Community Service Public Affairs Network".
